The Competition features the best under-18 talent from the 11 Aviva Premiership rugby academies as well those from Newcastle Falcons, Leeds Carnegie and Bristol Rugby.
Split into equal groups of seven based on regions with a Southern Conference and Northern Conference, each team has six scheduled games against those in their group.
The Competition began on December 19 and is due to conclude on February 16 with matches being held at Aviva Premiership grounds as well as local rugby clubs.
And Hynard is adamant it will help bridge the gap between schoolboy rugby and the Aviva Premiership A League and provide a pathway to full honours for club and country.
"The aim is to provide an opportunity for the best under-18 players to play with the best under-18 players against the best under-18 players," said Hynard.
"And these players are the future stars of the programme and England. Often they come out of school and jump straight into the A League but this competition is stepping in in between.
"We have seen some quite outstanding games and it is proving ideal for academy managers in terms of talent identification and talent confirmation.
"It is proving worthwhile for England under-18 selection and coaches have been out watching games and they have been impressed with the standard.
"It is an ideal opportunity for them to see the best players in the country playing against each other, it is easy for them to see these guys and it has been pretty impressive so far.
"John Fletcher the England Under-18 coach had an under-18 camp after the second round of fixtures and all the players and parents have been unbelievably positive.
"Dai Young has watched London Wasps under-18s, Mark McCall has been out to see Saracens and Dean Richards has watched Newcastle.
"They get to see players who probably up until now have only been recommended to them on a piece of paper. Now they can see them play real meaningful, quality rugby."
Leicester Tigers, who will play Gloucester Rugby at Welford Road after the senior team's LV= Cup clash with London Wasps this weekend, lead the Northern Conference.
The Tigers have won three from three in the Northern Conference while, in the Southern Conference, London Wasps have won two in two - both leading their respective groups.
In its pilot year the Under-18 Academy Competition will just conduct group games however Hynard wants a semi-final and final to take place should the pilot be deemed successful.
"At the end of February we will have an extensive review with the RFU, myself, Premiership Rugby and a couple of school teachers and academy managers," he added.
"It has been an unbelievably successful pilot so far despite the weather and the plan moving forward is to have a proper competition with a semi-final and a final.
"We want some crossover between the conferences so maybe one playing one and two playing two in the league table."
